The White House did not immediately respond to the news report. Later, the authorities denied any such development, saying that the presence of the US forces was “conditions-based”. Khalilzad, who left Kabul for Doha, said he had a “most productive visit to Afghanistan” since he took this job as a special representative. “The US and Afghanistan have agreed on next steps. And a negotiation team and technical support group are being finalised,”he had tweeted. first_imgHALIFAX – Internet law experts are questioning the arrest of a 19-year-old Halifax man for an alleged breach of a provincial website after the youth came forward to say he believed he was simply downloading public information.On Monday, CBC quoted the young man saying he had no malicious intent when he retrieved 7,000 documents from the government’s freedom-of-information internet portal due to his interest in a recent teachers’ labour dispute.The 19-year-old, whose name CBC did not publish, and his family members also said there were 15 police officers involved in a raid on their house on April 11. They described the search as a frightening experience that left their home in disarray.Michael Geist, a University of Ottawa law professor who specializes in internet law, said in an interview Tuesday it appears the province designed a website that could be accessed by many citizens with basic computer skills.Geist said the lack of basic password protections and warnings to the public suggest to him that the police overreacted by sending a squad of officers into the youth’s home and ordering him to appear in court, three days after receiving a complaint from the provincial government.“Based on what we’ve seen from the young man’s side, it feels like a case of overreach,” Geist said during an interview Tuesday. “It doesn’t seem like there’s any of the intent you would typically expect in a criminal investigation.”He said if the youth’s account is correct, the notion of arrests of teenagers who access public materials online which lack security measures or public warnings “is absurd.”David Fraser, a Halifax privacy lawyer, said if the youth wrote a few lines of computer code to collect materials on a publicly accessible government website that’s unlikely to suggest criminal intent, as this is done commonly by people ranging from journalists to archivists.“We don’t have all the facts … or why the documents were on the website to begin with,” he said.“However, it seems that the Crown is going to have a very difficult time proving criminal intent under this provision of the criminal code.”Police are alleging that the young man has broken section 342.1 of the criminal code, which prohibits unauthorized uses of computers “with intent to commit an offence.”A spokeswoman for Halifax police said if anyone is concerned with the way police have handled the case, they can file a complaint under the Nova Scotia Police Act.“With respect to the number of officers who were involved in the search, we won’t discuss operational deployment, however each search requires planning and we can confirm that this was done in this case,” said Const. Carol McIsaac in an emailed statement.“Any time a person is unhappy with the actions of the Halifax Regional Police, the Nova Scotia Police Act outlines the options for making a complaint against an officer.”McIsaac also wrote in an email that the case “remains under investigation.”So far, investigators haven’t filed an information before the Halifax provincial court nor listed the young man’s name on the docket for a June 12 arraignment, though the 19-year-old has been served with notices requiring him to appear.Meanwhile, Fred Vallance-Jones, an associate professor of journalism at the University of King’s College, said journalists and other users of public websites should be concerned by the police actions, if the young man’s description proves to be correct.“I think there was an egregious failure on the part of the province to protect this information. They left it out there,” said Vallance-Jones, who teaches journalism students how to collect publicly accessible data.“That’s where the first and most important failure lies.”The Canadian Association of Journalists’ national president also expressed concerns about the police actions, saying journalists frequently access public websites with basic computer codes to download data with the intent to inform the public.“Unless there’s something else going on, and information we don’t yet have, journalists are certainly concerned that police considered this criminal behaviour,” said Nick Taylor-Vaisey in an email.About 700 people were affected by the breach of the 7,000 documents accessed between March 3 and March 5, according to the province. Cenovus produces one billionth barrel from thermal oilsands operations

Its sister project at Christina Lake began producing oil a year later.The SAGD process involves injecting steam into the underground oil-bearing formation through a horizontal well to allow the heavy, sticky bitumen to drip into a lower parallel well and be pumped to surface.Oilsands production had previously come mainly from strip mines, but output from new thermal projects grew quickly, outstripping mining in 2012. It is expected to contribute slightly more than half of Canadian oilsands production this year.There’s little concern about depleting the oilsands — the National Energy Board estimates there are still 165 billion barrels of oil that can be recovered using current technologies and double that number if potential resources are included.The Canadian Association of Petroleum Producers estimates oilsands production will reach 4.25 million barrels per day by 2035 from 2.9 million bpd in 2018, although that forecast is tempered by concerns about building pipeline export capacity. The regulator is aiming for a set of national standards for the content and clarity of cellphone contracts.In the lead-up to the hearings, Canadians have again made it clear they don’t want three-year contracts offered by wireless carriers.“Eliminate three-year contracts,” said a comment submitted by a user identified as Celli041 on the online forum for the Canadian Radio-television and Telecommunication Commission’s draft wireless code.“Eliminate onerous processes that make it harder to get out of a contract and go elsewhere for cellphone services.”The CRTC has said it heard a lot of “anger” from Canadians about three-year contracts when it was putting together the draft version of the national code for wireless services, released last month.So far, the CRTC hasn’t taken up the idea to get rid of such contracts and has instead dealt with such issues as early termination fees, allowing the consumer to cancel service at any time.Telecom analyst Iain Grant said three-year contracts should be banned by the CRTC because they don’t foster competition and prevent consumers from easily moving to another carrier.“You lock them in and you get them into some sort of auto-renewal cycle forever,” said Grant, managing director at the SeaBoard Group.“What does that do to a vibrant marketplace?”He also said it makes it harder for new wireless companies like Public Mobile, Wind Mobile and Mobilicity to win customers.Grant said the CRTC has chosen to “treat the symptoms and not the disease,” noting Canada is the exception with its three-year cellphone contracts while two-year contracts are the norm in the United States and Europe.Consumers can also get stuck with aging devices.“In the land of technological innovation, which is the smartphone world, three years is an eternity,” Grant said.A participant in the CRTC’s online forum agreed.“Maximum two-year contracts,” wrote Yeti.“Longer contracts make no sense to customers because new cell phones models appear on the market every few months. Right now, long contracts are used to disguise high cost of a phone, that’s why.”However, consumers don’t always like paying up front for their iPhone, Android or BlackBerry smartphones.Rogers (TSX:RCI.B), Bell (TSX:BCE) and Telus (TSX:T) say most of their smartphone customers choose contracts that have device subsidies and usually opt for three-year contracts that have the largest subsidies.On the CRTC’s online forum about the draft wireless code, participants also complained about locked cellphones.The draft code says the carrier must provide the consumer with the means to unlock the device after no more than 30 days of service, at the rate specified in the contract.“The cost of switching mobile providers is increased, because the consumer is forced to either pay an unlocking fee, or else purchase a new phone,” commented Argilo.Roaming fees were another sore spot.“The greatest challenge of roaming is that customers are both unable to unlock their device in order to use it abroad, and little information is available in advance by carriers regarding pricing in each country, and what offerings they have to mitigate those costs,” wrote Drazev.The CRTC says in the proposed code that consumers can set a cap for additional fees that can occur, which would including text messaging, data and roaming charges, for example.The federal Competition Bureau said it supports measures to limit contract length.“However, if contract lengths are not limited by the wireless code, then it is particularly important that contract terms and termination fees are clear and not unnecessarily restrictive, so that customers are not tied to these contracts in a manner that will harm competition,” the Competition Bureau said in its submission to the CRTC.The CRTC hearings are taking place in Gatineau, Que. read more

Ohio State announces ticket prices for 2015 spring game

Coming off of a championship season, the Ohio State football program is gearing up for 2015.It was announced Wednesday that tickets for the 2015 spring game are now on sale for the intrasquad scrimmage at Ohio Stadium, scheduled for April 18.Tickets for general admission seating will cost patrons $5, while reserved box seats will cost $15.Last season, OSU sold general admission seats for $12 before lowering the price to $5 just days before the game.A ticket will also get fans access to the OSU men’s lacrosse game against Maryland which will precede kickoff, set for 1:30 p.m.Last season, the OSU spring game drew 61,058 fans to Ohio Stadium on a seasonally warm 78-degree day.

Some of the components used in making the ammunition… The guns are being sold to criminals after entering Britain, an investigation has revealed. The handguns are exempt from legislation, which requires firearm owners to have a licence because they were produced before 1939 and are old enough to qualify as antique weapons and were designed for calibres of ammunition which are now considered obsolete. GST Smokescreen with a lot of fire

first_imgIANSIndia’s biggest indirect tax reforms set to go on stream next month open new directions towards unified and simplified taxation, while dishing out a fresh set of ironies on the pricing front. For, the hassles of creating a patina of simplicity in billing for the producer of goods through a slew of regulations could be offset by some inscrutable results for the buyer.One of the most eye-catching colours in the new bouquet of tax regulations are the hallowed price-tags of premium luxury cars dropping a few sundry lakhs. But the small car segment, which comprises roughly 70 per cent of the Indian car market, stands to gain little. Buyers of small petrol cars (which come with a 28 per cent GST slab) with 1.2 litres plus capacities will shell out 1 per cent more by way of a new cess, while a 3 per cent increase awaits small diesel car buyers. Whether this marginal increase is worth passing on to consumers will be determined by how Motown reads the final notification on GST rates.Important items of daily use – the Volkswagens and Mercedes S classes rarely fall in this category – including hair shampoo, dye, after shaves, shaving creams, washing machines, ATMs, vacuum cleaners, automobiles and bikes will attract 28 per cent tax. Hardcore fans of GST would agree that clubbing a consumer specific like cinema with race club betting and 5-star hotels as avoidable luxuries deserving a 28 per cent tax slab slapped on them hardly makes sense as a business reform, not to mention a “lifestyle reform”.Disincentivising consumptionThe idea was to introduce GST at a uniform rate of taxation, an indirect tax applied to both goods and services. A single form of tax known as GST or Goods and Services Tax when being applied throughout the country would replace a number of other indirect taxes like VAT, service tax, CST and CAD, among others.But the simplification and standardisation process may not come as cheaply as it is made out to be. While the cost of production for manufacturers will be effectively pruned along with the procurement and logistics costs of the finished goods, the cost of services associated with the sales of these products will go north. As a consequence, the additional cost of GST could negatively impact consumer price inflation and the ability of consumers to pass on tax benefits to their consumers.Critics have for good reason pointed out that the existing system taxes production more than consumption. This, in effect, subsidises importers at the expense of the domestic producers who are more vulnerable to factors like raw material costs and foreign exchange fluctuations. The central sales tax of 2 per cent has hindered trade between states for long. The GST regime was meant to shorten the long lines of goods-laden lorries biding their time (and money) at state border checkposts across the country. GST’s biggest promise is held out on this front.Cess, not desistThe cess factor could turn out to be GST’s shark tooth. Whether it strikes blood remains to be seen, though its murderous effect on the consumer’s wallet could be making its presence felt already. Under the new GST regime, the government is categorising 1,211 items under various tax slabs with a bulk of them figuring under the predominantly 18 per cent cess pool. The effective tax rates on approximately 75 per cent of these items would be in the 18-22 per cent range.The devious roles played by cesses in inflating prices in a post-GST regime is amply clear in the case of the luxury car market. Cap the cess at 15 per cent and you get a cascading 10 per cent reduction in final prices. The way cesses are manipulated going ahead will make or break GST in the public perception.Let’s not forget that service tax through a plethora of cesses has been imposed subtly down the years. Available data indicates that in 2002, the service tax rate was just 5 per cent on just 52 defined services. By 2010, the effective service tax rate had more than doubled to 10.3 per cent and covered 119 services. And in 2016, the effective service tax that you paid was at 15 per cent and covered all services.So, are we really paying higher service taxes than earlier? Indeed, it would appear so. Even if the competition among different states to bring down cost of producing manufactured goods does result in higher investments and employment generation, the expected positives from tweaking cesses through the GST route may not make their presence felt in the consumer’s wallet.
